As a Supervisory Human Resources Specialist (Information Systems), you will ensure effective IT solutions for human resources management functions by supervising staff responsible for administering HRIT systems and databases, overseeing daily operations, coordinating projects, and supporting the Branch Chief.

Help

  • Provides support to the Branch Chief in daily operations within the component by coordinating, researching, and conducting projects, and reporting statuses as appropriate.
  • Oversees a team of specialists responsible for analyzing, designing, and executing tasks to assess data across all aspects of HRIT program operations within USCIS and DHS.
  • Coordinates with other supervisors and peers to establish team objectives, goals, priorities, and deadlines, and to formulate plans to meet changes in workload.
  • Makes decisions and resolves problems requiring interpretation and application of DHS and USCIS policy.
  • Prepares performance plans; evaluates performance of subordinates; gives advice and counsel to subordinates.
  • Manages HRIT data analysis initiatives to ensure alignment with the enterprise vision for HRIT within USCIS and DHS.
  • Manages and directs implementation of data analytics solutions, engaging key external managers and teams to coordinate resources and projects focused on data-driven decision-making.
  • Develops measures to evaluate data performance.

Residency Requirement:
There is a residency requirement for all applicants not currently employed by U. S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U. S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period:
You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

The qualifications for this position must be met by 11:
59 PM (Eastern Time) on 05/04/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:
59 PM (Eastern Time) on 05/04/2026.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

  • Conducting projects on HRIT systems and processes to provide support and reporting statuses to the HRIT Branch Chief.
  • Performing studies to identify HR system deficiencies and trends, and recommending technology solutions for improvement.
  • Assigning tasks and providing guidance to subordinate staff to ensure accurate and and efficient completion of work products.
  • Monitoring HR data processes and systems to ensure compliance with agency policies and directives.
