Position Description & Qualifications

Are you passionate about supporting the US Navy on high-profile projects? Join Serco for an exciting opportunity! We play a pivotal role as a prime contractor, assisting the US Navy with its Information Operations (N2N6) initiatives. As part of the headquarters staff at the Pentagon, known as OPNAV, you will support the Chief of Naval Operations in managing essential programs, setting requirements, and budgeting resources to aid the warfighter.

As a Senior Military Budget Analyst, you will be integral in providing support to the Tactical Networks and C3 Division (N2N6N). This role involves evaluating processes, organizational structures, and ongoing efficiency efforts across various command levels as you contribute to Navy initiatives. You will conduct analytical services, technical assessments, and programmatic analyses to impact critical Navy projects, especially in nuclear command, control, and communication (NC3) and submarine communications.

Your collaboration will extend across internal and external organizations, including the Fleet Forces Command, the Joint Chiefs of Staff, and others. This role is located at the Pentagon in Arlington, Virginia; your expertise and cooperative skills will have a significant impact on military defense and the safety of our sailors.

ACTIVE TS/SCI SECURITY CLEARANCE IS REQUIRED TO BE CONSIDERED FOR THIS POSITION.

In this role, you will:

  • Support the development of recommendations for Navy capability requirements and programming strategies, ensuring alignment with Navy and Joint directives.
  • Assist the Requirements Officer (RO) with liaison and collaboration activities, preparing draft responses and tracking issues within designated timelines.
  • Conduct reviews and provide analyses of Joint and Navy initiatives, ensuring compliance with established requirements and timelines.
  • Articulate N2N6 interests on warfighting mission and capability analyses, feeding findings into program planning.
  • Support OPNAV N2N6's role as Resource Sponsor throughout all PPBE phases.

To excel in this role, you will need:

  • Active DoD TS/SCI security clearance.
  • A Bachelor's Degree or equivalent years of experience in lieu of a degree.
  • A minimum of 8 years of relevant experience in military or defense environments.
  • 1+ years of experience on major staffs, such as the Office of the Secretary of Defense or Joint Staff.
  • Comprehension of Submarine Strategic and Tactical Communications and TACAMO mission requirements.
  • Familiarity with financial and IT systems databases and data mining capabilities.
  • Strong cost/budgeting knowledge.
  • Experience in Tactical Networks and Communication, Command and Control (C3) portfolios.
  • Proficiency in Microsoft Office tools, including Word, PowerPoint, and Excel.
  • The ability to travel up to 10% may be required.

Additional desired experience and skills:

  • Experience working within OPNAV or military staff settings.
