Emergency Management Training Specialist (part–time)
TAMARACK Technologies Inc. is seeking a highly qualified and experienced emergency management professional to serve as a part–time Training Specialist to support the Navy Bureau of Medicine and Surgery (BUMED) - Mission Assurance Office (N45). The ideal candidate will have strong expertise in training management, exercise design, and policy analysis within DoD interagency coordination.
Organization: U.S. Navy Bureau of Medicine and Surgery (BUMED)
Location: Defense Health Agency (DHA) – Falls Church, VA
Travel: Travel as required to FCCs and other sites to support operations and exercises.
Salary Range: Commiserate with experience, education and qualifications as it relates to the knowledge, skills and abilities of the position.
Position Description: This position supports the BUMED Mission Assurance (N45) Program and Federal Coordinating Center (FCC) operations. The role focuses on developing and managing FCC training programs, maintaining staff readiness, coordinating multi-agency training requirements, identifying capability gaps, and ensuring compliance with DoD and BUMED directives. This part–time position is contingent upon a successful contract award.
Duties and Responsibilities:
- Develop, implement, and manage the annual FCC Training Plan, including tracking and maintaining Individual Training Records for FCC staff.
- Coordinate with DoD, National Disaster Medical System (NDMS), Federal Emergency Management Agency (FEMA), Health and Human Services (HHS), and BUMED stakeholders to align training requirements.
- Plan, execute and evaluate emergency management exercises (e.g., tabletop and fullscale), including development of exercise materials and afteraction reports.
- Identify training and operational gaps. Recommend corrective actions to enhance FCC readiness and compliance.
Minimum Qualifications, Experience & Education Requirements: All Requirements must be clearly annotated on resume. Experience must be shown in work history.
- Bachelor’s degree in Emergency Management, Security Studies, Public Policy, or related relevant field. OR ten (10) years of progressively responsible emergency management experience can be accepted in lieu of a degree.
- Minimum five (5) years of emergency management training or relevant experience.
- Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or must enroll within 180 days of contract award.
- Possess an active, or be able to obtain and maintain a favorable Secret Clearance.
- Provide proof of citizenship using the I9 form and supporting documentation.
Knowledge, Skills, & Abilities (KSA’s)
- Advanced understanding of DoD interagency coordination, emergency management frameworks, and federal training and exercise standards.
- Strong ability to design, coordinate and evaluate training programs and emergency response exercises.
- Demonstrated ability to analyze policy, identify gaps, and develop solutions in complex emergency management environments.
- Ability to effectively communicate and collaborate with diverse stakeholders across federal, military and civilian agencies.
